While all pre-approved incentives will be honored, projects that have submitted all final documents as of September 29, 2023, have the best chance of having incentives processed and issued by end of year.
While we cannot guarantee a 2023 incentive payment for projects with documents submitted after the deadline, we will continue to process projects as they come in and issue payment for as many projects as possible as we wrap up the year.
Lighting Reminder
As a reminder to all Service Providers, as of July 1, the Delmarva Power and Pepco programs only accept lamps and luminaires that are either ENERGY STAR® certified or listed on the DLC 5.1 QPL.
Custom Program
A new process has been approved for horticulture lighting projects.
These projects will continue to be submitted through the Delmarva Power and Pepco Custom programs. Previously, measures were incentivized at lesser of $0.25 per kWh saved or 75% of incremental cost. Incentives will now be provided as follows:
 
Base incentive: $250 per fixture
Performance incentive: Additional $5 per fixture for every 10% increase to the efficacy of the proposed fixture
Horticultural luminaires must be DLC listed to be eligible for the performance incentive. Non-DLC fixtures will receive the flat rate of $250 per fixture.
Operations & Maintenance Training Program
The Operations & Maintenance Training program has added a new course provider, PBJ Tech Hub, along with their Energy Savings M&V Fundamentals & IPMVP (PMVA) training to the pre-approved course list.

Prescriptive Program
As of September 5, the Pepco Energy Savings for Business program raised incentives on many lighting measures. These new incentive levels are effective through November 30, 2023.
Please let your customers know and encourage them to make their purchases now while discounts are still available. Applications submitted prior to September 5 are not eligible to receive the higher incentives.

Small Business Program
As a reminder, the Small Business program is offering bonus incentives for Delmarva Power and Pepco small business customers.
Delmarva Power small business customers can receive increased incentives for select measures through the end of 2023, including:
 
Lighting – up to 20% increase
HVAC and other – up to 10% increase
Pepco’s limited-time offer includes an extra 15% in financial incentives on all incentivized energy-efficient equipment. To receive the bonus incentives, projects must be completed with final paperwork submitted by November 17, 2023.
Industry Update
Greenhouse Gas Emissions
Please be advised that, following the Climate Solutions Now Act of 2022, the Maryland Department of the Environment (MDE) is currently developing Building Energy Performance Standards (BEPS) for commercial buildings to track and reduce their greenhouse gas emissions.
Delmarva Power and Pepco encourage customers to start thinking now about benchmarking their buildings so businesses will be ready to meet the reporting requirements when they take effect in 2025.
Although MDE is still developing the specific requirements, the most recent information suggests that it is leaning toward using the EPA’s ENERGY STAR Portfolio Manager® as the easiest way for customers to comply with the reporting requirements.
To ease your benchmarking efforts, Delmarva Power and Pepco now offer a free benchmarking tool. The Energy Usage Data System (EUDS) tool automatically imports energy usage data, aggregates multiple accounts/locations as needed, and communicates with ENERGY STAR Portfolio Manager to easily import data.

Project of the Quarter
Congratulations to Intelligent Energy Light & Power on receiving the Project of the Quarter for their recent work with Heritage LLC. This project, completed through the Pepco Prescriptive program, involved retrofit lighting measures, including an entire site audit, design, rebate procurement, and LED fixture installation. All original HID exterior fixtures across the 40-acre project site were replaced with the latest-generation LED fixtures.
“We couldn’t be happier,” said Terry Richardson, CEO and Founder of Heritage LLC. “Intelligent Energy Light & Power made the entire process easy and smooth, and the generous Pepco lighting rebates covered almost 30% of the project cost, allowing for a final project ROI of just over two years, meeting our budgeting requirements while greatly improving the light quality and safety of our shopping center.”
Thanks to these upgrades, Heritage LLC received $20,795 in incentives and will now save approximately 185,932 kWh annually.
