Program Updates & Reminders

General

As of 2024, program Tech Sheets specify the effective date in the header, for easy reference.

Building Tune-up and Prescriptive

Reminder: as of early 2024, these programs began offering increased incentives. Refer to the revised Delmarva Power and Pepco Tech Sheets to view the current incentives.

Business Instant Discounts

The Pepco Business Instant Discounts program began offering increased incentives on lighting equipment as of June 3rd, 2024. Reach out to a participating lighting distributor for more information or to purchase discounted LED lighting equipment. Eligible products include ENERGY STAR® Certified Products, Design Lights Consortium Products, and more.

Custom

Maryland has implemented a new code baseline that impacts eligibility criteria for certain custom and new construction projects.

For New Construction applications received as of May 29:

• Official design drawings must be stamped and comply with ASHRAE 90.1-2016 or IEEC 2018 standards to qualify for the program rebates in 2024.

• New Construction projects are eligible if the Construction Documents (CDs) have been permitted by the governing authority, even for applications received between June and December 2024.

• Documents must be permitted before Dec. 31, 2024, in accordance with ASHRAE 90.1 2016 standard to qualify for 50%-90% CD drawings.

• After Dec. 31, 2024, all applications must comply with ASHRAE 90.1 2019 standards.

Small Business

Effective July 2024, the Small Business program transitioned to a closed network delivery model.

Operating in a closed network means:

• Only selected subcontractors are eligible to submit applications for the program.

• Contractors who no longer participate in the program must finalize their pre-approved applications by Dec. 31, 2024.

• Kickoff meetings took place in September 2024 for the selected Small Business contractors.

 
 
 

Industry Updates

Maryland BEPS

Beginning in 2025, the Building Energy Performance Standards (BEPS), already in place for Montgomery County, will be expanding to other areas in Maryland.

The Maryland Department of the Environment (MDE) is in the process of creating standards and establishing statewide benchmarking requirements, and eventual performance requirements.

This regulation requires owners of “covered” (relevant) building types and sizes to report data to MDE through the U.S. Environmental Protection Agency’s ENERGY STAR® Portfolio Manager tool. The initial benchmarking reporting period is set to begin January 2025 and continue through June 2025, and compliance with direct greenhouse gas (GHG) emissions and site energy use intensity (EUI) standards begins in 2030. Other News of Potential Interest

On August 14, 2024, in support of Maryland’s Climate Solutions Now Act, the Maryland Energy Administration awarded $24 million to 13 schools for the implementation of electrification and solar projects.

In July 2024, Maryland received an EPA Climate Pollution Reduction Grant aimed
at enhancing its electric vehicle charging infrastructure.
